I would think your vet would know exactly what he can now have.

Check with your vet first but Omega 3 &6, cod liver oil, flax seed oil coconut oil they are all good for the skin. maybe you can add that to his food, but make sure it wont conflict with his diabetes.

It looks like your cat got diabetes the second most common way. from a steroid shot. Want to know why the sensitive skin? It is most likely from the thiung that is the number 1 cause of diabetes. DRY FOOD aka kitty crack
Corn grains—not good for a carnivore
You need to switch to canned foods w/o gravy under 10% carbs. This list is down now but in the future, i will send you a link to something that lists the percentages
realize though that lower carbs can reduce insulin needs so you should lower ther dose when switching foods
I have dealty with feline diabetes for years and have helped many. Do you hometest> test for ketones? Know what to do for a hypoglycemic attack?
